I am directed by Viscount Palmerston to transmit to you, to be laid before Lord Grey, Copies of Despatches from Mr. Bonham respecting Piracy along the coast of China from Hong Kong to Shanghai.
Lord Palmerston wishes to call the attention of Lord Grey to the extent to which it appears from Mr. Bonham's Despatch, that Piracy is carried on to the impediments thereby opposed to the Coasting trade, which is the great means of transporting Commodities from Province to Province.
